Isobel Garner

Isobel is the former Chief Executive of Wrexham County Borough Council, a large Unitary Authority in North East Wales. After 8 years leading Wrexham through change to become a well governed, innovative Council, Isobel left in March 2011 in order to share her experiences and skills more widely within Public Services.

Most recently she has been directly appointed Education Commissioner by the Welsh Minister for Education and Skills to bring about improvement in services to learners in the Blaenau Gwent and South East Wales area by working across organisational and political boundaries.

During her time in Wrexham, Isobel specialised in fostering collaboration across organisations within the Public Services. Examples of this are: Creating and hosting the first regional collaboration seminar in North Wales back in 2006 to explore new forms of service delivery. She subsequently chaired the Social Services and Health Programme Board which oversees collaboration and innovation across the whole region and multi-agency partners with a stake in citizens wellbeing. Work included changing the approach to Learning Disability placements and the establishment of a Commissioning Hub.
